For him to get the best offer from anyone, Clippers included, he needs teams to be competing for him.
He's letting teams know, Clippers included, that there is a legit interest in him from multiple teams so they better up their offers if they want him.
That's all this is.

He is going to make a lot of money this offseason. I think we are up for paying him.

Way too early to speculate on this.

I always thought he'd be perfect for Dallas if they're trying to find the right fit for a point guard alongside Luka. I'd like to keep him, but I think we'd be ok if he leaves. There's an emotional attachment to him, but Shai might be better off starting next to a scoring guard.

If he wants to go to a GOOD team, one with money to sign a FA in the $10M range, his options are very limited. He can go to a decent, tough, mid-level team with existing playoff level talent such as Utah, Indiana, LAC, and marginally the SAS. If he wants to go to a rebuilding team that signs a FA allstar, he can roll the dice with the Knicks, Nets, Dallas...
If he wants to go an existing playoff talent team that is tough and can sign an additional FA allstar and him, there is only the LAC and possibly IND.
In any case, he's going to have to wait until the first tier of FAs is signed, some 20-25 players, before seeing who has capspace left to sign him. The ones with remaining capspace may then be undesirable destinations because they are bad teams that didn't get better in free agency.
In any case the Clippers have his bird rights and will always be an option.

If we let him go, we will need to make sure we sign someone that has a heart as big as his

We have Shamet and Shai as our backcourt of the future. Gallo as the PF. Zubac as the center. Sign Kawhi or Durant as the SF. Where does that leave Beverley? On the bench. So if somebody wants to pay him starters money it probably will not be us. Even if Durant or Leonard don't work out we still should sign a SF. Rockets just demonstrated what happens in the playoffs to teams with too many guards and not enough forwards. Give Beverley at most Lou Williams type money.

I would start Beverley over Shamet.

I would start Beverley over Shamet. Shamet came in midseason to start as a rookie. I wonder how a whole off-season, summer league and training camp does for his development. It's rare to have a rookie hit the go ahead 3 after coming back from a huge deficit on the road vs the Warriors in the playoffs. I understand where you come from, though.

I consider Shai, Shamet, Beverley, Robinson, Lou, Thornwell, Temple, Wallace all to be guards. Temple is gone and it still leaves us with seven guards. We need to get some of these guys more playing time so losing Beverley too would not be that damaging. We need these guys to man up and prove they are as tough as Beverley. Like Thornwell and Wallace. These guys learn how to shoot and they could be good players.

NBA: We're a positionless league now. Clippers Fans: Bench better players because of their position.

After what Bev did for this team I can’t imagine there’s to much more pressing than resigning him. He’s a must sign. We’ve also got McGruder. Thornwell and Wallace aren’t guaranteed contracts and they will likely be gone. No matter how many guards we have I think we make sure Bev stays.

Not if he's going to be overpaid. 10m per year over 2 years or 8m for 3 years is ok. Basically similar to Lou. Any more than that we should let him walk.
