Yeah that's the situation. HOU *has* to end up with a pick that is 11-13 in the draft order and LAC *has* to have a better record than HOU.
For picking in the lottery only:
HOU 11 (goes to OKC), LAC 12
HOU 12 (goes to OKC), LAC 13
HOU 13 (goes to OKC), LAC 14
LAC can't pick 11th or else it goes to OKC because it means Houston's pick will be in the Top 10, which is protected for them.
