I don't understand why PER doesn't like SGA. Feels like he should be better than 12-13 range.

He's averaging 4 rebounds, 4 assists, and 1 steal per 36 minutes.
That sounds like Beno Udrih.
I think those numbers will be better after 27 games, or 38 games, than it is after 11 games.

Lonzo and Shai have both played the same minutes and both score at the same rate, and have about the same TS%. Lonzo shoots more threes, Shai shoots more freethrows.
Lonzo rebounds, assists, and steals at a significantly higher rate than Shai, and he turns it over and fouls a little less.
Lonzo is doing significantly more to help his team win games.

I think Ball was a better player though this point of their rookie seasons.
I like Gilgeous-Alexander's feel for the game more, but Ball is more productive.
Gilgeous-Alexander was good the first few weeks of the season. Now I feel that he plays a lot some games, but doesn't impact the game as much.
Even if Ball is bad, I think that's more of an impact, even negatively, than Gilgeous-Alexander.
Both are good defensively in their own way.
I don't think the "rookie" can be used as a crutch, because there are rookies every year who produce.

Checking in on the battle for LA. I tossed in Austin for comparison: bkref.com/tiny/hzLEmShai is the best shooter and has the overall best stats. Lonzo will probably get traded this summer.

I actually think Lonzo's numbers would be a lot better if he wasn't playing with Lebron.
Lebron is slowly getting a reputation as not being able to play with young players.

Lonzo is about as good this year as last year. His assists and rebound rates are down slightly, scoring rate is up slightly, and TS% is up 4%. So it's a push, but it is possible that Lebron influenced the mix a bit by being a primary passer and good rebounder. Maybe Lonzo would be a little more productive without Lebron. Or not, because he could have more turnovers and worse shot selection without Lebron.

Lakers fans have turned on Lonzo. They don't even seem to want to keep him anymore.
